Yosef Shlomo (Yossi) Dagan is an Israeli politician and activist who has served as the Head of the Shomron Regional Council since August 2015. His early political career was profoundly shaped by Israel's 2005 unilateral disengagement plan, during which his home community of Sa-Nur was evacuated and demolished. In response, Dagan emerged as a prominent leader against regional evacuations and co-founded the Homesh First organization to lobby for the resettlement of razed communities.

After serving as deputy and acting head of the council, Dagan won a special election for Chairman in August 2015 with over 60% of the vote. In this role, he manages municipal services, security, and infrastructure for dozens of Jewish communities across northern Samaria. He is also a highly influential lobbyist within national politics—particularly via the Likud party—and frequently interfaces with international policymakers in Europe and the United States to advocate for regional expansion.

Dagan holds a Bachelor’s degree in Law (LL.B.) from Ono Academic College and a Master’s degree in Law (LL.M.) from Bar-Ilan University, and is a certified mediator. He also serves as a Captain in the Israel Defense Forces (IDF) reserve forces. Today, Dagan is married to Oriya, has four children, and resides in the northern Samaria settlement of Shavei Shomron.
